Carbon Doser Regulator Problem

So I got a carbon doser regulator with the tank I bought. I hooked it up to a tank but I'm getting no bubbles. Both gauges are getting reading and the light is blinking. Am I missing something obvious or is it broken?

do you see any water inside the CO2 tubing? if yes you need to turn up pressure to put out all water in that tubing.it happened to mine once i turned it off for cleaning.
 
I'm just trying to run through 5 inches of tube into a glass. Which valve? Tank is open and psi are 800 and 10 on the guages.

Also light is blinking. I tried turning it to the max bubbles (fast blinking)

Can you turn the knob so that the gauge on the right goes higher to 15psi?
If not, call them up. I had mine fitted with a higher pressure valve. But I don't think that's the issue here.
 
Talked to aquarium plants. They told me they would fix it for 50 bucks as long as I bought 2 check valves.

It's probably a stuck solenoid. Can you open it and check it out before sending it in? What you got to lose?
