I have a 90 gallon and a 20 gallon sump. I bought a soap dish and put it in my sump with some cheato my question is i have the drain pipe facing the soap dish so that is how its getting its flow is that to much or to little or is it ok? Another problem im having right now is getting the soap dish to sit in my sump the suction cups that came with the soap dish won't stick underwater so is there a better way i can secure the soap dish in one spot? I hope i get alot of answers because this is stressing me out!

First of all - deep breath.

Then, to your problems -
Putting a dab of silicone on suction cups will stick them to your glass. It's not movable (unless you peel it off, and apply more silicone), but it won't fall off.
Some people say chaeto likes tons of flow, so I don't think it matters too much, as long as there isn't detritus building up in/on the chaeto.
Is your soap dish a mesh basket with suction cups on the side? How big? That's a neat idea for containing chaeto. Put the biggest one you can in there. Certainly any bit helps, but most setups that size use at least a basketball sized clump of cheato for nutrient export. I'm sure there's no scientific proof that you need that much, or more. But that seems to be the norm, for whatever it's worth.

So it's a flat dish, with no sides? How does the chaeto stay put? Is this above the water line, or under water. (chaeto should be kept underwater)
I've seen mesh bath baskets that suction cup to the shower wall, and are about the size of a small shoebox. That might be better, because it would contain the chaeto as it tumbles around in the flow.

no its a regular soap dish just with little holes in the front so the water can drain out that is how im getting the flow in there now what you are saying with the mesh sounds like a good idea! what is the mesh made out of what kind of material and if i let it tumble around in that basket isn't the cheato going to float on top since it is so light?

I still don't understand how you're getting a ball of chaeto to sit on a soapdish, without just floating off.
The mesh baskets I've seen are plastic. I'd look at a drug store like CVS, or someplace like Target, Wal-mart.
The Chaeto will float in the basket, but you can mount it so the top of the basket is near the water level in your sump.
