sooo .. the question is I'm planning a fish only with live rock... skimmer or no? need or want? If i was planning on corals I know it's a must but at this point i'm not planning on corals...
will be a 29 gal...

I'd say yes. Very effective way to remove the waste. If it were me, in a FOWLR, I would dkim and run a carbon reactor.

It always helps. You can do it with out, and a reef with out, but it helps get ride of te bad stuff. With frequent water changes it's doable. Also what fish will you have some fish make more of a mess.

FOWLR systems tend to be overloaded quite a bit as compared to a reef tank. IMO a skimmer is all the more important on a FOWLR as compared to a reef tank. I'd try a skimmerless reef long before considering a skimmerless FOWLR.

Go with an oversized skimmer if anything.

I'd say skimming is more important in a FOWLR than a reef. Well, okay maybe I can't say "more"... But a FOWLR tends to have more fish and thus more waste, as mentioned above.

Sooo.... SKIM!!! Regardless of what type of SW tank you have, skimming can only benefit you, not work against you. Unless ofcourse you are skimming too much somehow for your own needs which I doubt.

Skimmer. Skimmers for 29gal are cheap. you wont regret it.

About 3 months ago I got rid of my sump and skimmer. I saw them more as a liability than they were worth. Sump was a problem because I had a CPR overflow, if I could turn back time I would have drilled my tank. After 2 skimmer mishaps, and several sump mishaps I retired them to the shed. I now do 10% water changes weekly. Yes its a pain in the arse but my fish and coral have never looked healthier.
When I get tired of hauling and mixing all that water I'll go back to sump and skimmer.
As beckbrass said above it's doable. Do you want to do it though? Answer that and you'll have you will know what to do next.

IMO a sump mishap or skimmer mishap would be due to low quality products. But good new products from quality places and you shouldn't have any issues.

I had an Eshopps that kept blowing pumps, but never leaked. Sold it, and got a AquaMaxx HOB-1 that was PERFECT in every way. Easy to clean too. I'd recommend that for a HOB or the new Eshopps with the Sicee pumps for a in sump.
