GFO at capacity after 24 hours?

I am battling a hair algae problem, mainly by frequent GFO changes and lighter feedings. I bought a Hanna meter last week and have been using that to test my phosphates. Usually its .03 to .06, the latter being the highest I've seen it. When I refresh my GFO my PO4 out of the GFO return will read zero, and then 24 hours later it wont be zero anymore. Ive been chaning the GFO out every monday/friday for about 3 weeks now. I use a little less than a cup.

Is this typical for GFO when a tank is running between .03 and .06 PO4? It seems to me like those are respectable numbers for PO4 in a tank and I would expect the GFO to be exhausted after a 24 hour period? What gives? And how damn low do I have to get PO4 before this hair algae will start to disappear? It seems to me like .000 is impossible without stopping my feedings completely.

I also dont have a sump so no nutrient export other than the GFO
