Help Please Red Sea Sailfin Tang White spots - Not Ich

Hi I have a SF tang in QT. It is in a 30L with a few pieces of PVC and bare bottom. It has been in QT for a week and never in DT. There are three white spots on his pectoral fin. It does not look like Ich nor does it look like cotton. The spots are larger than the "grains of sugar" Ich type spots. They are irregular in shape and not bright white like Ich can be.

I want to treat. I was going to Hypo but if it is not Ich I don't know how to treat or what to use.

Copper is for parsites only correct? Is there a general treatment that would treat bacterial/Fungal infections and parasites? Would a Dip work?

I would try to post a picture before going the copper route as you want the right treatment
