Lighting question for HQI ballast

I've had my XM SE 10k bulbs for a couple of weeks now but their not set to go on at any time, only when I turn them on (nothings in the the tank).It just started the other day when I turn them on the GFI tripped so I reset it turned the lights on again and it tripped again.So I experimented the ballast has two seperate power switches for each bulb I turned on one bulb at a time.One goes on with no problem the other keeps trippen the GFI why?

Can you switch the cords at the ballast to the two lights? I would think bulb rather than ballast, but that is the easiest way to start.
