I wonder if KP aquatics could help with this. Even if it's not on their site, they are literally a mom and pop operation, and they can collect things to order.

Thank you both. I reached out to KP and in their area shoal grass is protected. Seems that shoal grass is best for your standard reef tank because it does not require a very deep sand bed like manatee or turtle grass. FloridaPets will have some at some point this summer so I’ll be patient
