pc light help

I have a fixture that has 2 x 18 watt pc bulbs with a seperate ballast one bulb won't stay lit,once it warms up it goes out and won't relight until it cools and I manuallly push the switch to off then on...5 minutes later out again.Is it the starter,bulb(going to swaping later bulbs later),ballast???

IIRC I've seen that from an old bulb before, but it's been quite a few yrs since I've run any PCs.

As you said, start by swapping bulbs and see what happens.
