what is best for cleaning

vinegar is good for removing calcium deposits (coraline algae, etc).
a bleach/water solution is good for removing everything else.
make sure you rinse it well after cleaning.
 
I was going to recommend bleach but feared the flames ;)

I've cleaned my hospital/quarantine tank with bleach a number of times and never had a problem... as Moe said, it's key to rinse it really well afterwards... and you can always use a dechlorinator (like the ones used to dechlorinate tap water for use in fish tanks) afterwards just in case.

so it would be good to soak in vinger then dry then soak in water and then flush it out let it dry and then should i soak in bleach or no need for the bleach
 
If you can get it clean with vinegar only, there's no need for bleach... but some stuff doesn't come out easily with vinegar. Also, if you're worried about contamination (any kind of lifeform, not necessarily bad stuff), then bleach will kill it for sure, while vinegar may not. This is more applicable to my case ("disinfecting" a hospital tank), though.

ok no bleach i just wanted to get all the muck out of the pluming and the overflow box i soaked it in vinger for 2 days now i am soaking it in water i rinsed it good before soaking in the water then going to dry it then hopefully to day i can set it all up
