I think that the size of the bubbles in a bubble counter can vary depending on how big the part where the bubbles come out is. In other words, two different bubble counters could easily have different bubble rates with the exact same volume of Co2.
Assuming the above is correct, matching the bubble counters shouldn't matter at all. Just go by one and ignore the other.
