Clown fish question

Picked up a pair of gold flake maroon clown fish. Bigger one doing excellent flies around the tank like he owns it being they're the only two fish inside it. the small is ruffly an in just a 1/4 inch small than the bigger one. They go back and forth horsing around with eachother. Both eat little one more than the big one it seems.

Tank is bout two months old now has a clean up crew the two clowns and thats it. Issue i'm having is the smaller of the two clowns is becoming more of a pest than everything. He finds anywhere easy to hide, messes with all the sand and very rarely shows himself. Been in the tank since Monday this week and as I type this all I see when i look over is sand going all over the place. then him popping his head up.

This type of thing normal? Just don't know if its sick or not strong enough to swim. Think my power heads might be to much flow for my tank wondering if that could be affecting him. Have two Jaebo-25's had to actually move them up seeming the sand bed in my 75 was getting tossed around.

The bigger clown seems to love battling with the power heads though just the little guy seems shy. Reminds me of my friends Engineer Goby who just pops out here or there.
 
I'm new to the hobby but k know someone who just had an issue. Not saying that it is but he lost fish to ICH and I guess the fish scratching in the sand is a sign of the disease. But again, I am new son please get other opinions.
 
Clowns are not like goby's in how the goby's filter the sand, the clown may be trying to rid itself of a parasite by scratching the sand if that is what it is doing.
 
Both havent changed personalities in a week since being added together. One is just a pest. Other one just joins in sometimes. Both eating, don't see any color change in them. Both have seen from time to time poop. Just more of being a pest so don't think its something to worry about. Just new to salt water and don't want to wait to long n not be able to try n help the fish.
