Cyano or dino which way to treat.

New to this aquarium stuff. Trying to figure out which direction to go. Seeing if it is cyano, dinos or both. They do disappear at night. Leaning more towards dinos. Bought chemi clean. And nitrates because they have been depleted. Read a lot of stuff but they contradict each other. One goes one way the next days the other way. Been manually removing. Then read don't do water change some say do. Nitrate 0.9, phos 0.04 alk 8.2. thank you

It is difficult to tell with pictures but I lean towards Cyano also. How old is the tank?
 
Hit it with chemiclean and then skim off your water change. Then use waterglass to clear up the Dino if have it
