it's not humans - it's corporations (and individuals behind them), namely the ones who rack in the billions and then move to another place where they can take a dump. In another order of ideas, if this was done by anybody else than a "traditional ally" of US, GB, etc governments UNESCO would have reacted, I immagine if this was done by Iran or the likes we would be talking of trade embargoes as punishment measures, like this, ....; dogs bark, water flows, ....
In economics this is fits the concept of "cost transferring" and "common goods", meaning you save some money and in the process you destroy a public good (environment) because you are well enough connected to be allowed to; then you pack your suitcase full of money and find a place where you and your offspring can live happily ever after, preferably one where NOBODY is allowed to take a dump on public property.
And I thought there is such a thing as CIVILIZED WORLD, ....
