I'm new to this my live rock is turning brown is that a good thing

Sounds like diatoms.
Perfectly normal.

Easy way to confirm diatoms is to disturb them by blowing on them with a turkey baster or power head - diatoms will blow away like a fine powder (unlike any other algae I know of).
 
IMO that's early to add fish. Have you tested your water parameters? Ammonia, Nitrate, Nitrate at the least. Salinity, pH, etc.

But yes LR will turn brown as it gets into the later stages of cycling and is most likely diatoms as said before. Though I have seen brown algae grow on rocks that doesnt just blow away. (I have some) but it doesn't seem to negatively affect anything.
