noisy return pipe?

so my pump is super quiet im happy about that the only issue seems to be that it doesnt have enough power on the middle setting( im running a reeflo blowhole 1100). when its on the middle setting the overflow fills an inch or 2 then goes down 2 inches then repeats. if i turn it on high it has a good amount of flow but the overflow kit it came with has a pre drilled siphon break in the elbow that sprays water in the water like an inch below the hole. i can quiet the spraying noise with a piece of filter pad. is this ok or are there any other sugestions
 
This is my personal opinion but, I dont use a siphon break on my return, they clog easily a snail could be covering the hole think Murphy. I keep my returns high about 1/4 of the outlet is above the water, that will break the siphon in the event of the return pump losing power. You could use epoxy putty to cover the hole if you want, just keep the output at the water level so it breaks the siphon.
