recommendations on cheap dosing pump for ato

If you use float switches I wouldn't use a dosing pump. I use aqua lifters but idk how the head pressure is... I would just use that smallest cheap power head you can find. A maxi 400 would do fine.

I have a biocube 29 with a higher stand than the usual, aqua lifter isnt cutting it for the rise and im using a mj900 right now but i dont trust it and im not comfortable with that flow of water. just looking for something that will push the same amount of water as the aqualifter but has more power

If you look up the specs on pumps either online or at the lfs you should be able to match the flow rate of an aqua lifter based on head height.

if your current pump can push the water to the height you need you can just put an adapter on the output and use a really small hose, like the airhose. as long as the pump does not run for extended periods at a time it will be fine, if it runs a really long time it might overheat depending on the pump.
