Reef Octopus Classic 1000 Keeps overflowing

I've had this thing running for almost a month no problem. The out flow is clear of any obstructions and even at max air flow the water level in the right chamber gets really high. I came home today and it pumped a ton of water onto the floor.

Isn't there supposed to be a valve at the top of that tube where the threads are? I think that's where you dial it in
 
I turned the valve in to decrease the bubbles and it overflows. I took it off completely to see how low I can get the water and that was it in the picture.

I think he took it off so there would be more air flow to reduce the amount of water being pumped through. Is there a sponge at the end of the drain tube? Has the pump been replaced? If so it may be to strong for this skimmer.
 
Everything's original and I don't use the sponges. I ended up moving it around to the front of the tank for a better look and for some reason it works again... whatever... kinda can't trust this thing now
