Sand bed question

I have a 90 gallon, set up 10 months ago. I used crushed coral and live sand from an online vendor....after settling and larger particles coming to the surface, it is no longer 'white'......can I slowly (over a period of a week or two) syphon out the top layer and add southdown (pre-rinsed) in its place?

and if so......anyone have a bag or two I can purchase from them, preferably locally?

I have bags but not for sale. If you want to secure & pay for some from Marc @ fishy business & get them later when your heading that way I will turn you on. I just don't want to be stuck without the ones I have for emergency.
