Sedra 3500 needlewheel pump problems

Hello, I bought a Sicce 3500 pump with a skimmer a few years ago from another member and of course, it took those few years to getting around to building a new sump that will fit the skimmer. Unfortunately the pump will not turn over. I have taken it apart and it seems to be really clean. Any tricks that you can recommend? Ive never had a needle wheel pump but the seem to be no different.

Edit, its a Sedra pump not a Sicce. Mods can you correct it for me? For some reason I can not edit it.

Title fixed. (if you can still see the "edit" button, click it, then click "go advanced" and that will let you change the title.)

Does the magnet spin on the shaft?Could have some build up.Also try soaking everything in 100% vinegar.
 
It spins but very tight. Ive had it in 100% vinegar for about 24 hours. Im going to try to turn it on tonight.
