while feeding my fish, when putting my finger tips in the water i am getting a tingle at hangnail area. am i acting as a ground for stray electrical current? if so how do i ground better.

1st off, unplug items one by one to find out what is causing the stray voltage. If you have a cut on one of your fingers put that one in, then you will really feel the voltage!:D

basically, you are acting as a grounding probe.....look at heaters first for the current leaks.

Agree with Jay, it's only my heaters I can feel they stray voltage from. If it's bad enough of a concern for you, you can put a grounding probe in your tank. Not sure what the final consensus is/was on pros vs. cons or whether or not they are worth it. Unplug things one by one and see where teh current is coming from and if their is any issue with said equipment.

I would reccomend against using a ground probe unless you have gfci's installed for all electrical devices within reach of your tank. See the thread Shawn linked to for the reasoning behind my statement.
