would actnic light cause green water in fresh water

I have a tank That I changed over from salt to fresh, I kept the lights which are actnic 03, and 10k, it's a 75 gal with 3 fish and my water is so green that I can't even see the fish, I treated the tank twice with different algea (green water) removers, Changed the filter twice, Even did 2 major water changes. I just left enough water so the fish can swim. This is over a 2 month period. Only thing else I can think of is maybe the lights have something to do with it.
 
i put a pc on my wifes planted tank and it did increase the algae so i would say it is related
 
Increased light, and nutrients = algae. The reason most FW setups have NO fluoros is because anything more than that and you have algae. Either grow some plants in there, or drop to less lights. Algae removers just temporarily mask the problem (High nutrients and light, nothing but algae to use it)
 
I don't think the problem is the actinics so much as the total intensity - otherwise people would use actinic bulbs to grow phyto instead of full-spectrum bulbs.
 
Not sure but I think their about 40watt per bulb and their are 2 in their. I stopped useing them this morning after my post. I had these fish for about 2 years and never had a problem with the water.
