Heating question

Building out a little grow out and sump room in my basement having issues with heating I have a 700 watt and a 500 watt heater in a 150 sump only filled with about 80 gallons and tons of rock that has been cycling for 2 months lately the heaters can’t keep up I have tried a new ink bird controller and a helio neither seem to do good

what is your ambient temp in your basement?
Your water turnover/flow may be to high and not giving the water enough time to warm up. 1,200 watts for 80 gallons is 15wpg which is high.

Right now it’s only the stock tank with a pump and a powerhead to keep moving the water ambient temp is about 69
