phyto enriched Rotifers, or depending on the size (hard to hudge from blurry photos) brine nauplii at a minimum.
When you say collected you mean off you local waters? or are you in the gulf of mexico?
i would consider something smaller than a 10 gal tank, like a 2 or a 5 gal tank, else you'll have to feed a ton to reach suffcient food densities. Althou pipefish fry are pretty active, so maybe a ten, --no maybe not

Now with more baby
Sorry guys, bad news. I can't find any fry this morning. They either A:died (but I don't see any bodies) B: Got eaten or C: are living in the rock, plants and substrate, not the water colum.
These are Syngnathus fuscus collected off long island when we went on a collecting trip for hippocampus erectus.
The babies heads and bodies were really tiny compared to my memory of seahorse fry size. They were more active too, so they might settle down into the rocks. They were really hard to see in the water, with their stripes I don't think I would be able to see them at all against the rock.
I had seen a female spawning with a male again two days ago, so there may be more babies in 8 days. I'll let everyone know if that happens.

The pipes are great, but the horses are mixed. I think I have 3 juvi females and 2 juvi males. The males aren't doing quite as well as I would like. I havn't seen them eat and they are almost always in one place not moving around much. The females are more active and one in particular unhitches and comes to the front when she sees me comming with food. I'm not sure if the males are ok and just not eating when I'm around or if they are having issues.
Right now I am feeding live brine that I feed phyto to. I am going to try enriching it with selcon tonight. I had tried baby brine, but it was too small for everyone and was ignored. I also have tried frozen mysis, but that was a few days ago before everything was settled in and it was ignored. I'm holding off on more frozen food because the tank was experiencing a mini cycle and I didn't have any clean up crew at that salinity to help with uneaten stuff.
Now that their salinity is getting up to my regular tank's I will be able to add more rock and some cleaning critters from the display and experiment with more frozen stuff.

Wow, didn't realize baby pipes were that small, it definitely sounds like rotifer material. As far as the seahorses, I have 1 female adult, she has turned a beautiful golden color, 3 female juvi's and a male juvi (he's the lightest eater) I have always founf the males less than robust eaters.
