Yeah I would just go through the motions with a tank that new and try not to have undetectable levels of nitrate or phosphate.
 
They do look like diatoms but not enough magnification to ID the type. When u take a sample, scoop up the infected area, put it in a vial or tube with a tight cap, cover it with tank water, shake vigorously and place 1 or 2 drops of the water only on a slide with a cover. This will give u a much clearer image instead of everything all pile together.
 
Nope, not cyano, that has a red coloration to it.
