JB Water Weld has been used in reef tanks for many years though even with that said, I would still limit the amount you put in your tank at any one time (i.e. phased). Also note that JB weld has a few different product versions available with similar names - I don't think all of them are hobbyist checked to be reef safe so make sure you pick a tested version. If in doubt, Aquastick or similar may be a safer option. You will also want a bunch of super glue as epoxy sticks alone often don't have the best adhesion.
I'd also recommend getting some acrylic rods and doweling large rocks together if possible. This will reduce the amount of epoxy/glue required and form a stronger overall connection.
