Question about HQI/HPS/MH ballasts...

So I found this article on google

It is from some Aussie reefing site and discusses how HQI is HPS.
My Aussie is not that good and I am wondering if any of you know if this is true, because if it is, it opens many options to us reefers for lighting as HPS ballasts are dirt cheap on ebay.

Does anyone have supporting/contrary info?

I found this thread on RC which indicates that 400W HPS ballasts= 400W HQI

My understanding is that the specs get pretty complicated. I have read that 430W HPS ballast is the same thing that PFO uses for their HQI ballast but I don't know if this true.
