thought i Would add my 2 cents I just built a 75gallon tank stand that's four feet tall and its very sturdy the prob you are going to have is the lack of weight. But i also have seen a tall nano stands gosh i have a 10 stand that's 36" and never had problems...

It is a 10gal tank they make stands this size all the time and they are built out of particle board. If he uses Ply with wood trim he will be fine.
It wouldn't hurt to use tie into a stud(or two) to secure the tank, a must if it is not on a hard surface like wood flooring. By installing a piece of wood/ply along the top inside the stand, it will never tip.
