Maybe, maybe not. I don't know the particulars here, but in many cases the level of an island will rise over many thousands of years. There may be inland quarries where this material can be removed from. This is certainly the case for huge portions of Florida.
 
That's what I'm saying.. if someone was mining from the GROUND it doesn't fall under cities even if it is of one time marine origin. (The florida quarries are case in point). If you take it out of the ocean and dry it, it's a differnet animal.
