Not enough flow through sump

K so Ive had my 15 gal sump/fuge hooked up for a while now. Its all working fine but my only thing is that I dont really get much flow going in/out. I have a RIO 1400 for my return thats T'd off with Id say about 80% of the flow going right back into my sump. If I adjust the valve to have more return flow going back to my tank then my syphon makes a loud toilet sound. BRS members have mentioned that its caused by too much air going down the pipe to my sump. So my question is how do I fix it?

Im using a U-Tube overflow btw that I think was rated for a 150 maybe 200 gal tank. Could that also be the problem, or does that not matter?
 
i put a flow preventer on the out line so nothing goes down. like 5 bucks at lowes
in the isle with sump pumps.
 
Its not the return hose thats making the toilet sound its the hose from the overflow down to my sump.
