The petco rock is live rock. "Live Rock" all depends on how long it has been in the proper environment and whether or not it has been populated by bacteria and critters. It really doesn't take long to make any porous rock turn into live rock. The rock that petco sells is actually Walt Smith man made rock which is pretty decent to work with.
