Help Identifying Equipment [Bubble Magus]

Hi all,

I've been out of the salt game for quite some time. I was out for a stroll and found this this thing left out curbside. It looks very high quality and like it hasn't seen much use. My initial thought was protein skimmer, though I don't see a collection cup here. Then i thought it may be some type of calcium or nitrate reactor, but the spinning blades on the inside suggest otherwise. Does anyone know what this thing is? There is no identifiable model number
