Ocellaris: Too young to breed?

My male A. ocellaris started showing signs of nesting tonight. This totally caught me off guard. He's 11/8"ish long (still considered juvenile?) and she (knew her role when introduced ;) ) isn't more than 11/2".

He was fanning and aggressively cleaning a rock while she was sizing up a lemonpeel angel that's easily 10x her girth.

Are they just playing house?

I see my clowns doing the same thing from time to time. But I know they're still way too young for that.
 
I'm dying to breed something, anything! :D

Spent two hours (!?) at Jay's watching the bangaii tank. The pair I grabbed are still swimming together. :)
