I think that is a type of macroalge.

I can't remember the species name, but I saw lots of that exact same stuff snorkeling off of Grand Cayman. Cindy is right, it's a type of macroalgae known as mermaid fan I believe.

It's Padina sp., commonly referred to as "scroll algae".

that stuff grows like weeds in the tidal pools in hawaii. It is good stuff. i see all the fish pickin at it
