Fixing Coralife powercompact fixture and disposing bulbs

One of the bulbs in my coralife powercompact fixtures stopped working. I replaced it with a new one, but still won't work. So guess the only option is to open the fixture and try to figure what it is.

1. Has anybody seen this before? Not sure if there is anything inside that fixture that would usually fails/is easy to buy new...

2. Where to dispose of old fluorescent bulbs? I don't think you can just throw this in the garbage. Any thoughts?

my first guess would be the ballast for the bulb that isn't working....i have a 36" coralife and i had to replace a ballast about 6 months after i got it.....i baught one at my LFS and i think i had to buy an adapter at radio shack, but outside of that it was an easy fix and it even fit better in the fixture after i installed it....
